Global Signature Campaign to Stop War Crimes in Sheikh Maqsoud and Ashrafieh – Aleppo

To our comrades in the woman and democratic movements, and to every living conscience that believes in cross-border human justice.


We write to you from the heart of the stifling siege in the Sheikh Maqsoud and Ashrafieh neighbourhoods of Aleppo, where we are surrounded not only by hunger and shelling, but by a criminal attempt to assassinate our will to live. Today, we are not merely documenting a military conflict over maps of influence; rather, we are announcing a major existential confrontation between a struggle model led by women toward pluralism and democracy, and an obscurantist fascism that seeks to erase every trace of civilization under the weight of weapons and the ideology of exclusion.
What our neighbourhoods are witnessing today is a systematic military aggression by radical jihadist factions affiliated with the Transitional Government, flouting all international conventions and de-escalation agreements concluded in 2025. Our field teams have documented dozens of civilian casualties, the majority of whom are women and children, as a result of intensive indiscriminate shelling with heavy weapons targeting densely populated residential areas. This escalation culminated in the direct targeting of the only hospital in the region, leading to its complete shutdown and depriving thousands of essential medical care. This aggression is accompanied by a suffocating siege that includes the closure of all humanitarian corridors and preventing the entry of fuel, food, and medical supplies, in addition to the deliberate cutting of water and electricity. This is a clear policy of collective punishment and the use of "starvation and cold" as tools of war to terrorize the civilian population, warning of an imminent humanitarian and epidemiological catastrophe threatening the lives of hundreds of thousands under the eyes of the international community.
What we are experiencing today is not a local affair, but rather a regional earthquake intended to bury any glimmer of hope for a democratic future in the Middle East. Replacing central tyranny with a radical fascism that adopts "ISIS" ideology does not threaten Syrians alone; it sows the seeds of cross-border terrorism whose flames will reach everyone if international silence continues. The systematic forced displacement and demographic change targeting Kurds, Arabs, Christians, and all components are nothing but an attempt to demolish the national identity and replace it with clashing sectarian identities that serve occupation agendas and perpetuate conflict for future generations. These are policies aimed at serving regional agendas that do not serve the building of peace and civil peace, nor do they lead Syria to stability.
In the heart of this genocide, the woman remains the first and direct target. The factions that have adopted extremism as a constitution fully realize that breaking the will of the woman is breaking the backbone of society and fragmenting its cohesion. Therefore, sexual violence, kidnapping, and systematic physical killings are used as military and ideological tools to force components to leave. Our women, who led the revolution of consciousness, face today a physical and psychological genocide aimed at returning them to the ages of slavery and eliminating their political and social role which they seized through sacrifices.
Comrades all over the world. The silence of the international community is an "implicit blessing" of these crimes and a betrayal of all human rights slogans. We do not appeal to you with statements of concern that we are tired of hearing, but rather we call you to an effective international solidarity that transcends the borders of geography, and to pressure for these just demands:
- Demand direct political and military pressure to compel the "Transitional Government" and its Ministry of Defence to cease all hostilities immediately, and to withdraw heavy weapons away from populated residential neighbourhoods to ensure the full and comprehensive protection of civilians of all backgrounds, and to adhere to international laws that protect the unarmed in conflict zones.
- Work for the immediate and unconditional lifting of the siege by opening humanitarian corridors and ensuring the safe flow of relief, medical aid, and fuel under international supervision and monitoring.
- The immediate cessation of any coercive measures aimed at displacing the population or creating demographic change, while guaranteeing the right of residents to remain safely in their homes and protecting their properties.
- Activate the international accountability mechanism, considering these violations a grave breach of the "April 1st Agreement" and the "March 10th, 2025 Agreement," and contribute to documenting crimes to combat impunity.
- Secure international protection for vital facilities such as water, electricity, and health, neutralizing them completely from armed conflicts, while deploying international monitoring teams and independent missions to document the situation on the ground and prevent the imposition of de facto policies under the threat of arms.
- The immediate deployment of an international monitoring mission and a UN fact-finding committee, in coordination with the Red Cross and humanitarian organizations are needed to urgently enter the Sheikh Maqsoud and Ashrafieh neighborhoods. This is essential to break the total isolation and examine the crimes being committed on the ground. We demand pressure to be exerted to immediately open safe corridors for the evacuation of victims' bodies and the treatment of the wounded, to reveal the fate of hundreds of men who have been forcibly taken to detention centers, and to compel the controlling forces to lift the media blackout and reactivate communication networks to ensure the documentation of violations and prevent the continuation of silent massacres.
- Finally, an immediate call to return to the path of political dialogue to address differences through peaceful means that guarantee the dignity and rights of all components in the region.

What the neighborhoods of Sheikh Maqsoud and Ashrafieh are witnessing today defies description. Since the factions seized control, these areas have been transformed into closed human enclaves and a stage for retaliatory practices committed in the 'darkness of silence' and away from the lenses of the media. We present the world with horrifying facts: medical teams are being prevented from evacuating the bodies of victims that remain in the streets and under the rubble, and any documentation of the scale of atrocities against civilians is strictly prohibited. Meanwhile, hundreds of men are being rounded up and taken to unknown detention centers amid grave fears of field executions.
This systematic blackout and the severing of communication for hundreds of thousands of residents is not a military necessity, but rather a cover for war crimes intended to be obscured and kept away from witnesses. We refuse to let our people become forgotten victims in the records of a silent genocide. We emphasize that securing the entry of the media and international committees is the final test to prevent a major humanitarian catastrophe whose consequences cannot be undone, and to ensure that these densely populated neighborhoods do not remain a space for crimes committed in the total absence of international oversight.
Our battle in Aleppo and Afrin is a battle for the future of all human values. Our will will not be broken, because we are not just defending soil, but human dignity and the right of women to a free and equal existence. Your stand today is what will determine the features of the coming world: Will it be a world that triumphs for freedom, or a world that makes room for darkness to draw the borders of maps with blood and destruction?
Based on the above, we call on all human rights organizations, feminist movements, legal persons, and free people of the world to join the global signature campaign to pressure international decision-making centres to save those under siege and stop war crimes in Aleppo. Your voice and your signature are the impenetrable barrier against fascism and displacement.
