The city’s population—which stood at approximately 24,000 before the war—has dwindled to between 1,700 and 2,000 people (primarily the elderly and about 50 children), largely due to flooding caused by the destruction of the Kakhovka Dam.

Under the terms of the agreement, civilian teams from both nations will be permitted to assess the condition of the residents and coordinate the transport necessary for the voluntary relocation of individuals to either Russia or Ukraine. An American media outlet will also be present on-site to document the process. Melania Trump has previously been involved in efforts regarding the return of Ukrainian children. The first lady’s office announced on Friday that she secured a temporary ceasefire between Russia and Ukraine for the Russian-occupied Ukrainian city of Oleshky for humanitarian reasons.

The first lady also said she spoke to both Russia’s President Putin and Ukraine’s President Zelenskyy.

“I think she’s doing better than the professionals right now,” President Trump added.
