More than 30 MEPs from the left, Greens and Social Democrats have submitted a comprehensive question to the Parliament on the EU’s position following the Kurdistan Workers’ Party (PKK)’s announcement earlier this year that it would abandon its armed struggle and pursue political activities through peaceful means.
The motion, which was formally submitted on 21 November 2025, calls for a response from the EU High Representative for Foreign Affairs and Security Policy, Joseph Borrell.
MEPs including Per Clausen, Leluca Orlando, Ozlem Demirel, Martin Şirdevan and others have stressed in the motion that while the EU welcomes the PKK’s decision to lay down its arms, more concrete steps are needed to pave the way for peace and a solution.
Referring to the example of the removal of the Colombian FARC group from the Council of Europe's list of terrorist organisations in 2017 after disarmament, MEPs have called for a clear response from the EU on the possibility of applying a similar process to the PKK.
The draft question asks Borrell to specify the time and conditions for submitting a proposal to start the process of removing the PKK from the EU's terrorist list and to outline concrete measures by the European foreign policy bodies to directly support the comprehensive and sustainable peace process in Turkey.
MEPs have stated that the step taken by the PKK is an important opportunity for regional peace and that the EU's position will play a decisive role at this stage.
