Because Turkey has strong racist ideas against the Kurds and the Armenian people.

Two weeks ago Erdogan had three different meetings with his security council to plan to attack the Kurds,

Erdogan may have told the Turkish intelligence service that they would make a bomb explosion in order to get the green light from the West to attack the Kurds. When it happened in Ankara, Turkey itself did do anything because Turkey wanted to do something to be able to attack the Kurds just like what happened in Istanbul.
