Protesters are “ISIS” and will be massacred

On Friday, March 13, 2026, the IRGC Intelligence issued a statement calling citizens protesting against the Islamic Republic’s regime “new ISIS” and threatening them with massacre.

 



In the statement, the organization referred to the widespread killing of protesters on January 8 and 9, and stated that the killing would be a wider massacre and a “stronger response” would await the protesters.

Earlier, Ahmad Reza Radan, the Commander-in-Chief of the Islamic Republic’s Police, had threatened the people, saying that for the police there is no difference between protesters and enemy forces and that police officers are always on the trigger.

According to Dadban, from the perspective of international law, issuing a prior warning never authorizes the use of deadly force against civilians. Even if government officials threaten to shoot or suppress in advance, this threat has no effect on their criminal liability in the event of a massacre. The deliberate killing of civilians in any circumstances is a clear violation of international law.

Under international criminal law, a widespread or systematic attack against a civilian population can constitute a crime against humanity. Such crimes, by their very nature, cannot be justified by prior warning, a state of emergency, or the security decisions of governments. The individual responsibility of those who order and commit these acts is also internationally punishable.
