The certificate calls for the killing of Kurds and promotes their elimination as a people, encouraging acts that amount to genocide and ethnic cleansing. It presents these crimes as permissible under an alleged interpretation of Sharia law and falsely claims religious legitimacy by selectively invoking verses from the Qur’an.
By framing the killing of an entire ethnic group as lawful, this declaration effectively licenses any individual or armed actor to commit murder against Kurds without consequence. Such a document represents an open incitement to genocide and constitutes a grave crime under international law, including the Genocide Convention and prohibitions against crimes against humanity.
The misuse of Islamic texts to justify mass violence is a deliberate distortion of religion. Islam does not permit genocide, collective punishment, or the targeting of civilians. No religious authority has the right to declare the extermination of a people.
The publication of this certificate is an urgent warning sign. It requires immediate international attention, independent investigation, and decisive action to prevent mass atrocities and to hold all those responsible—politically, militarily, and ideologically—accountable under international law.
