FOBS and MOBS Missiles

The Fractional Orbital Bombardment System (FOBS) is an intercontinental weapon (with effectively unlimited range) that, unlike ICBMs or SLBMs, travels along an orbit around the Earth. Upon launch, the missile enters a low Earth orbit and continues to travel along this path until its retro-rockets fire, releasing the warhead.

 

 

 Since the missile does not complete a full orbit, it is not classified as a satellite and does not violate the Outer Space Treaty (OST). However, because it travels in orbit, it is considered an "orbital weapon"—a category whose development, testing, and production are prohibited under the SALT treaties (a restriction that applies specifically to the United States and Russia).

The FOBS was a Russian missile innovation from the 1960s. During the early part of that decade, the Russians identified a critical vulnerability: the entire surveillance network of American early-warning radars was focused on the North Pole. Given that the North Pole was the only perceived route for a nuclear attack on the United States, this defensive posture seemed entirely logical. To bypass American anti-ballistic missile defenses, the Russians required a weapon with an extremely low flight altitude and unlimited range—one capable of striking targets in the U.S. from any direction other than the North Pole (for instance, via the South Pole) without being detected. Consequently, by utilizing an orbital trajectory—with a maximum altitude of only 160 kilometers—a FOBS missile could deliver a nuclear strike against any location within the United States from a variety of approach vectors. In 1962, the Soviet Union developed and tested the world's first FOBS (Fractional Orbital Bombardment System) missile, based on the R-36 missile platform. In addition to FOBS, the Russians introduced a new concept known as MOBS (Multiple Orbital Bombardment System). While FOBS missiles would only traverse a portion of an Earth orbit, a MOBS missile could complete multiple orbits around the Earth before releasing its nuclear warheads. MOBS missiles are classified as a type of satellite-based weaponry because they complete full orbits around the Earth.

The concepts of MOBS and FOBS missiles soon became entirely obsolete, as it became clear that they were largely ineffective against a new generation of American radar systems. The design and development of these missiles sparked significant political and scientific tension; for a long time, it remained unclear whether such weapons violated the provisions of the Outer Space Treaty (OST).
