Based on the provisions of Decree No. 13 of 2026

And on the provisions of Law No. 31 of 2024

And on our Decision No. 943/493 dated January 26, 2026, which includes the executive instructions

Regarding the implementation of the provisions of Decree No. 13 of 2026

And based on the legislative purpose of the Decree, which aims to preserve cultural and linguistic rights, and considers

one of the pillars of national unity and Syrian cultural identity

And with the aim of establishing the executive mechanisms to ensure the application of the provisions of the Decree in the educational sector, in accordance with general educational policies, the principle of equal opportunities, and the proper functioning of the educational process.

Article 1:

The following is decided:

The executive instructions of the Ministry of Education, pertaining to the implementation of the provisions of Decree

2026, are amended with regard to clauses one and two as follows:

First: Regarding educational curricula

Article 2:

A. The Kurdish language shall be taught as a national language in public and private schools

where Kurdish citizens constitute a significant percentage of the population.

B. The Kurdish language shall be taught at all educational levels and shall be considered part of the curriculum.

C. The Kurdish language shall be taught through the following two courses:

1. Kurdish language course, three periods per week, studied in Arabic and English, and its grade shall be recorded in the final grade according to established procedures.

2. Activities course, one period per week.
