The Swiss Federal Council adopted the 2026 Security Policy Strategy on September 18, describing the international environment as increasingly unstable and citing Russia’s war against Ukraine, hybrid threats, and cyberattacks as the driving concerns. The strategy outlines 10 objectives and 46 measures focused on strengthening resilience, improving protection, and enhancing defense capabilities.

Across Europe, governments are simultaneously moving in the same direction. France is reinforcing critical infrastructure. Poland is issuing air-attack alerts in its eastern regions near Russian strikes. Germany is rolling out new measures against espionage and sabotage. Latvia is warning that Europe’s drone and missile defenses aren’t strong enough. The UK is urging households to stockpile several days of food, water, and emergency supplies. And the five Nordic nations alongside Iceland have formally agreed to strengthen essential goods supplies during major crises or war.

No single government is declaring an emergency. But the pattern of moves happening simultaneously across the continent is the part that has people talking.Even if an all-out war breaks out, Russia will not stand alone; it will have allies, and China is one of the countries that would support Russia.

Polish Prime Minister Donald Tusk stated that Russia will likely carry out hybrid attacks against NATO members—particularly those supporting Ukraine, including Poland. Russia has planned these drone and missile attacks with the aim of disrupting Ukraine's logistics and economy while simultaneously testing NATO's Article 5, he said.

He highlighted Poland because it serves as the primary route used by NATO to transfer Western military aid to Ukraine—a route also supported by Romania and Slovakia. Hungary has blocked the direct transfer of weapons from its territory to Ukraine.
