The Wall Street Journal has reported that approximately 1,300 shipments containing dual-use components were delivered from China to the Ministry of Defense of the Islamic Republic of Iran between the beginning of the year and the end of June.
The publication of this report—coming just before Thursday's meeting in Washington between Donald Trump and Xi Jinping—has drawn attention to the relationship between Beijing and Tehran, alongside existing disputes over trade, Taiwan, artificial intelligence, and rare earth minerals.
Citing an analysis of Iranian customs data, The Wall Street Journal stated that about 1,300 shipments classified as dual-use items were delivered from China to Iran's Ministry of Defense during the first half of the year.
According to the report, one shipment contained electronic components that could be used to manufacture parts for drones and missile guidance systems. The newspaper noted that this shipment arrived in Tehran on the same day Beijing was speaking of its efforts to help de-escalate tensions between the United States and Iran.
The newspaper added that two days after the arrival of that shipment, more than 12 additional shipments were recorded in the customs data. These shipments contained components worth over six million dollars that could be used in drone manufacturing.
The dual-use nature of these components does not, in itself, prove they were manufactured or shipped exclusively for military purposes. However, The Wall Street Journal reported that customs data identifies Iran's Ministry of Defense as the recipient of the shipments.
This report was released ahead of the second meeting between Trump and Xi this year. In addition to China's relationship with Iran, Washington and Beijing face a range of disputes regarding trade, Taiwan, artificial intelligence, and rare earth minerals.
China is considered Iran's most important economic partner, particularly in the energy sector. Estimates cited by Reuters indicate that approximately 90 percent of Iran's oil exports go to China, making the Chinese market a primary source of revenue for Tehran.
US Democratic Senator Jeanne Shaheen has urged Trump to call on Xi to halt China's economic and military support for Iran. She stated that Chinese and Hong Kong companies are supplying components used in Iran's ballistic missiles and drones.
For its part, Beijing portrays itself as a party striving to de-escalate tensions. In a conversation with Abbas Araghchi, Chinese Foreign Minister Wang Yi urged Washington and Tehran to exercise restraint, return to the interim understanding reached in June, and resume consultations.
