ئەو زانیارییانەی دەستیان پێگەیشتووە ئاماژەن بۆ جێگیرکردنی هێزی سەربازی و ئەمنی بە شێوەیەکی بەرفراوان لە تاران و ئامادەکارییەکان بۆ کۆنتڕۆڵکردنی ئەگەری ناڕەزایەتییەکان؛ لە هەڵوەشاندنەوەی پشووەکان و زیادکردنی دەوریەی ماتۆڕسکیلەوە تا بەهێزکردنی یەکپۆشی و هاتنی ئامێری دژە ئاژاوەگێڕی و ئامادەکردنی ناوەندی دەستبەسەرکردنی نوێ.

وردەکاری و ئامارەکانی ئەم ڕاپۆرتە هێشتا بە شێوەیەکی سەربەخۆ پشتڕاست نەکراوەتەوە؛ بەڵام پرسیارە بنەڕەتییەکە هەر دەمێنێتەوە: بۆچی حکومەتێک کە هیچ وەڵامێکی بۆ بژێوی خەڵک و قەیرانە کۆمەڵایەتی و سیاسییەکانی نییە، ژمارەیەکی زۆر هێز و کەرەستە و بودجە بۆ کۆنترۆڵکردنی شەقامەکان کۆدەکاتەوە؟

زیادکردنی مووچە و پاداشتی هێزە سەرکوتکەرەکان لە کاتێکدا باس دەکرێت کە ملیۆنان هاوڵاتی ڕووبەڕووی داڕمانی توانای کڕین و بێکاری و داهاتوویەکی نادیار بوونەتەوە. ئەمە تەنها جێگیرکردنێکی ئەمنی نییە؛ نیشانەی ترسی پێکهاتەیی کۆمەڵگەیەکی ناڕازییە.
